How the Consultant Works
The entire service is built around a simple four-step cycle:
IDENTIFY → UNDERSTAND → INTERVENE → FOLLOW UP
1. IDENTIFY
The consultant administers:

The purpose is not to diagnose a psychiatric disorder.
It is to identify academic and study-related difficulties
that may be interfering with a student's performance.
This gives the consultant a structured starting point rather than relying
entirely on intuition.
2. UNDERSTAND
The consultant discusses the student's responses and identifies:
"What is actually preventing this student from studying
effectively?"
For example:

poor memory strategy

confusion

inability to organize information

repeated mistakes

ineffective practice

This is where the consultant applies psychological thinking,

3. INTERVENE

Instead of giving every student all 59 secrets, the consultant selects the
relevant ones.
For example:

4. FOLLOW UP

Then the consultant either:
Continue → Modify → Escalate/Refer
That last option is essential.
The Critical Safety Boundary
An explicit part of the TOP model:
TOP consultants identify and address academic and study
difficulties. They do not diagnose or treat mental disorders unless they
possess the qualifications and authorization required for that professional
role.
If a student presents signs of serious psychological distress, self-harm,
suicidal thinking, abuse, severe behavioural disturbance, etc., the consultant
should activate the institution's
safeguarding/referral procedure and refer to an appropriately qualified
mental-health professional or service.
This is not merely legal protection; it makes the model more
credible.
The National Mental Health Programme itself describes school life-skills/counselling and suicide-prevention services as part of its outreach, and Tele-MANAS provides a nationwide 24/7 mental-health access route. (DGHS)
Also, qualifications matter. RCI's current framework distinguishes several professional categories, and registration requirements apply to specified rehabilitation/clinical roles; TOP training therefore specifies particular qualifications. (Rehabilitation Council of India)
